The Office of Disabilities Services evaluates accommodation requests for Emotional Support Animals (ESA) in all Black Hills State University-owned housing. Approval requires that a student must have an impairment that rises to the level of a disability in that it substantially limits one or more major life activities, and Reliable Third-Party documentation stating the presence of an ESA will have therapeutic benefit in alleviating one or more of the identified effects of the disability.

Please complete the ESA Request form and the ESA Healthcare Provider form (attached to this article).  Once these items are received we will follow up with the request with a meeting.  Meetings can be scheduled through your JacketHub.

Please note no animal may move onto campus without prior approval and/or arrangements with the Coordinator of Disability Services.

IMPORTANT NOTICE:  Online Emotional Support Animal (ESA) certifications and/or registrations are not valid because they do not meet the legal requirements for establishing an ESA.

Here's why:

  • No Official Registry: There is no official U.S. government registry for ESAs. Websites offering ESA registrations or ID cards are not legally recognized.
  • ESA Letter is Key: The only legitimate way to establish an ESA is with a letter from a licensed mental health professional. This letter confirms that the animal provides emotional support to the individual.
  • Online Registrations Lack Credibility: Online ESA registration services often do not involve a proper assessment by a licensed professional. They may offer instant approvals or certifications without any real evaluation, which makes them invalid.
  • Misleading Services: Some websites may try to mimic official-looking certifications or registrations, but these have no legal standing. They are often just a way to make money off people seeking ESA documentation.

Important Considerations:

  • Focus on ESA Letter: Instead of seeking online registrations, prioritize obtaining a legitimate ESA letter from a qualified mental health professional.
  • Beware of Scams: Be cautious of websites offering instant approvals, free registrations, or guaranteed certifications. These are often red flags for scams.
  • Consult with Professionals: Seek guidance from licensed mental health professionals or legal experts to understand the actual requirements for establishing an ESA.
  • Remember, a valid ESA letter is the only document that can provide you with the legal protections and accommodations associated with emotional support animals.
